On 12 January 1999, the Indonesian Institute for Independent Judiciary (LeIP) was established. Together with other stakeholders, LeIP aims to promote an independent judiciary by conducting research, and policy advocate in the area of judiciary reform and anti corruption.
Vision and Mission
LeIP’s vision is the creation of an independent judiciary in Indonesia. In accordance with the above vision, LeIP’s mission will be underlined as followed:
- To conduct activities and program to promote law and policy reform in the area of judiciary and anti corruption;
- To strengthen public awareness of the importance of an independent judiciary;
- To conduct advocacy on public rights related to the principles of an independent judiciary.
In the initial phase of its establishment, LeIP sought to involved in the reform process as a watchdog institutions by offering constructive critics and recommendations to government and judiciary institution. Changes in the political situation, especially in the highest levels of the judiciary (the Supreme Court) brought LeIP to involved as a partner to the Supreme Court in assisting reform programs within the Court. LeIP also partner with other stakeholders, including the Government, the Parliament and, most importantly, the Supreme Court, whilst still maintaining a role as a critical partner. However after 10 years of reform process, LeIP considered that institutional reform will only be effective if it is balanced with strong external pressure. Therefore LeIP are committed to also conduct program and activities in strengthening external capacity to give pressure on the institutional reform process.
Activities
Until previous, LeIP has undertaken various activities especially in the areas of research and advocacy. Some of the larger activities that have been implemented, amongst others, include:
- Research on the Concept to Strengthen Indonesian Judiciary, 2010
- Assisting the Supreme Court in the Establishment of Public Complaint Mechanism at The Supreme Court, 2008
- Assisting the Supreme Court in Drafting the SK 144/2007 on Judicial Transparency
- Drafting the Blue Print and Action Plan for Commercial Court and the Establishment of Anti-Corruption Court, 2007
- Drafting the Blueprints and Work Plans of the Commercial Court as well as the Commercial Court’s Annual Plan together with Centre for Indonesian Law and Policy Studies (PSHK) and the Jakarta Commercial Court, 2007
- Drafting the Blueprints on Enhancing the Internal Capacity of Judges, the Judicial Education and Training System and the Court Financial Management System, and Academic Paper and draft bill on the Judicial Commission, 2006
- Drafting “Blueprint for Supreme Court Reform,” 2004
- Campaign for the Election of Supreme Court Justices and public officers in the legal and judiciary sector, 2000 – 2010
Accountability Mechanism
LeIP’s financial accounting reports are audited by an independent auditor and always given an unqualified opinion on the audit report. LeIP also publish its annual report which contain report on both programs and financial.
